The Nisswa City Council has unanimously passed a vote of no confidence in Mayor Jennifer Carnahan, leading to her censure and removal from committee assignments. This decision follows months of tension and scrutiny regarding Mayor Carnahan’s conduct since her election in 2024.
During the council meeting on January 20, 2026, Mayor Carnahan herself moved to adopt the resolution, describing it as a “hollow resolution.” She stated, “Using public funds and resources to formalize personal dissatisfaction without substance or authority serves no legitimate purpose for the city.”
The censure is largely symbolic and does not carry legal consequences. However, it reflects the council’s concerns over the mayor’s ability to govern effectively. The council’s actions were influenced by previous incidents, including a public altercation in November 2025, where Mayor Carnahan filed an assault charge against a constituent. The charge was later dropped by the city prosecutor.
Despite the censure, Mayor Carnahan has expressed her commitment to continue serving Nisswa. She stated, “I hear from people every day, and the public spoke very loudly. They’re proud to have me as their mayor, and I’m proud and honored to serve.”
City officials have indicated that no further action is expected against the mayor at this time. The council and Mayor Carnahan aim to move forward and focus on the city’s future opportunities and governance.
